Kii presented K2P Film Fund I as one example of a new structure.
The fund closed in February at about JPY5 billion ($32 million) and aims to back around 50 films over seven years. It is a blind pool, meaning investors commit money before the films are chosen.
Its investors include MUFG, the Development Bank of Japan and other financial institutions and companies, and a greenlight committee oversees project approvals. Kii said five films had been released in theaters in 2026.
Kii said a central question for film funds is how to return revenue to creators, including income from streaming and other windows after a film’s theatrical run. He also said it is hard to rely on overseas box office, and that Japanese companies need to build businesses beyond distribution.
The panel compared financing structures in the U.S. In the U.S., producers combine presales with completion guarantees to help secure bank loans.
A completion guarantee covers delivery of a film on budget and on schedule, rather than its commercial performance. South Korea relies on public-private support, with government-backed guarantees helping projects get bank financing.
Nakagawa presented a Japan-specific feasibility study commissioned by the Ministry of Economy, Trade and Industry. MUFG was selected to carry it out on March 31.
Running through February 2027, the study will use real-world data to develop valuation and completion-guarantee models, and test the full process from application and review to contract drafting. The study assesses feasibility and does not guarantee that financing or completion guarantees will become available.
The discussion closed with four priorities: regulation, capital, creators and cross-border business.
